Why is one AP disconnected?

Why is one AP disconnected? When I switch units the one port is always disconnected, however the phone not is lit up. Using POE. I also replaced the switch.

Unleashed Guest Wifi

Wondering how I can setup a guest network with RADIUS username/password authentication. I know you can do the guest pass but I dont want to go that route.This will be for a Ruckus unleashed product

11 APs, 1 AP is not giving DHCP sometimes.
