Limited downstream AGAIN!!!!

I do NOT understand what the issue is with this swtich.  I already had it replaced and it was working for a bit.  Now, AGAIN the download speed will NOT break 90mb/s.  When I switch to my Xfinity router wifi i get 200+mb/s.  THIS IS GETTING RIDUCULOU...
