I've got to the port step before boot and recover software. Unable to connect to port between switch and laptop. Ive made sure the ethernet cable is plugged into slot 13 and plugged into the laptop. When seach through the device manager for the com port number. When I go to Putty and change the port to the com port number it wont connect. Any ideas?

Based on the troubleshooting done, you confirmed that after trying to reset, booting up the Switch, and trying the software recovery process, the failure persists and Switch is not receiving any Power even after checking the power cable and other connections. This Switch Should be RMA (Return Merchandise Authorization) in simple words replacing it.

As you can see the R510 also does not have power. I have reset and tried to put a second power source to it and it still won't power on. I believe both are linked with this issue, therefore I have found replacing all components. Will ensure success and limit further unresolved issues.
