From the case description, I could understand that you are unable to connect the Switch port and laptop on Putty.
Could you please share a Picture of the connection you have set up to get the console access from the ICX-7150-C12P and your Laptop/PC?
Please note, we need Two cables to connect which is an Ethernet cable between your Computer to the ICX-7150-C12P Switch and a Type-C To the USB console port.
