why when i set location by CLI in Smart Zone 100 it does not apply the change

Trying to set access duration to 13 weeks on guest pass

Setting up a new ssid for students (they are not in AD), and want them to register their email address so setting up a guestpass.  I create it with 13 weeks (the length of our term), and when I got to sign into it, it rejects anything with weeks, but...
