I spoke with ring they said I need to contact the HOA. They think the cable is bad.
also Wi-Fi is working but not the Ethernet cable.

It’s the tiny cable that runs around the house might be damaged all the internet cables are fine it’s the one that runs into thru the walls

We support Ruckus devices for Lennar home clients, so will be the R510 Access Points and the ICX7150 Switch, if the cable is damage to can test by changing the cable.

R510,R310 and R320 Access Points.
