Ethernet Connection Works Sporadically

I've been trying for a little while to get ethernet to work on our wall ports, but they've been sporadic at best. Sometimes websites will load up quickly, other times, I get DNS issues. It's pretty intermittent and I'm not sure why. 

Interestingly, my ICX switch is on 192.168.86.39. Theoretically, my desktop PC is connected to the switch through an ethernet connection, but for whatever reason, I'm not able to ping that address on my PC. Curiously, I can only access the switch through my WiFi adapter (not my ethernet), which seems wrong. I'm also not able to ping that address from the Unleashed portal, I'm not sure what's going on there. I've looked through the forums and some posts say that the switch may come running routing code by default, but I'm not sure how to change the software running on the switch or if that would help.

Context:
ISP: Google Fiber (1 Gbps). Wifi is using Google's provided routers and mesh network, I have disabled the WLAN using the Ruckus APs.
Connection: Google Fiber Modem -> Google Fiber Router -> Ruckus ICX 7150-C12 -> Wall port -> NetGear 1G 5-port switch (unmanaged) -> Desktop PC
Information:

• Ruckus ICX 7150-C12: Version 08.0.90dT213 (labeled as SPR08090d)
• 2 Ruckus R320: Version 200.9.10.4.212
• Running Unleashed, but I can't seem to connect my ICX to it
• WLAN is disabled so we're not using the APs to avoid conflicts with Google's APs
• It's worth noting that I've had similar problems with our AT&T fiber in the past so I don't think it's an ISP issue
• I have 0 issues using our current wireless network, the one provided by the Google Routers/APs, just ethernet, which makes me thing something's not configured properly with the ICX

 On the Unleashed portal, I see:

• Ethernet: Port 1
• IP: 192.168.86.40
• Gateway/DNS: 192.168.86.1 (Google Router)
• Internet: Connected

Which all looks correct. Any thoughts/suggestions would be greatly appreciated! I'm very new to all this home networking stuff!
