R510 APs (2) will not take local firmware update

I have tried for years (since 2019) to apply firmware updates to the 2 R510 APs on my Lennar installed network. Thought it might be related to the Switch (ICX7150) firmware being outdated, so I updated that to the current recommended release. Still not able to upgrade the R510s. Same behavior and error as in the past. Using Unleashed, I supply the local firmware upgrade file (R510_200.15.6.12.304.bl7). The app confirms the file and I hit the Upgrade button. It slowly uploads to both the Master and Member APs at the same time/rate. Right after hitting 99% the app reports "Fail: deploy timeout"  I have rebooted the APs and rebuilt the Unleased network multiple times. I have power cycled the APs. Any help is appreciated!

SOLVED.

Had to purchase a POE power source to power up the Master R510 and keep the R510 from connecting to my network infrastructure. Removed both R510s from the ICX 7150 Switch.  Directly connected a laptop via ethernet port to the non-POE port on the R510 and the powered POE cable to the POE port of the R510. Manually set my laptop ethernet adapter IP address to 192.168.0.2. Used Firefox browser to hit 192.168.0.1. This opened Unleashed web app from the R510. This time when I selected the Local upgrade option, the .bl7 file uploaded and the upgrade was applied. Rebooted the R510 and it reloaded with the new firmware. Disconnected from laptop and reconnected to the ICX 7150 Switch. Waited for it to come online then reconnected the second R510. The Master R510 successfully pushed the new firmware to the Member R510. This has been a real odyssey upgrading from the original 200.5.10.0.235.Picture1.png

I am using the the Local upgrade option using the .bl7 file - see the screenshot. It shows the grayed out button selected for local.

Also - when I try to use PuTTy to connect to the Master AP I get a "Connection refused" message.

Just to let you know that I took these additional steps today with no change. I physically removed the Member AP from the Switch leaving only the Master. Then I factory reset the AP 2 times. I went through the process of accessing the Connect.me-xxxxx WiFi and went through the Set-up Wizard. I accomplished this two times and got the same result. See the screenshot attached trying to upgrade just the Master. 

It's obvious to me that for whatever reason, these R510s are not processing/flashing the code fast enough before the system times out. It takes about 3 minutes for the process to go from 0-99% then in fails.
