I received a new AP and installed it on the switch. Upgrade the new AP to the 200.14.6.1.199 version. I confirmed with the IP scanner that the new AP IP address starts with 192 and the old AP IP address starts with 10, which was changed to static during my last troubleshoot. I can view the dashboard for the new AP IP address, but I cannot login to the old AP IP address via browser or unleashed app. The LEDs for both APs are solid green for the PWR, CTL, and 5G, and the 2.4G LED is amber.

Hi @needhelp
Thank you for the response and the information you shared.
We may have to proceed with the factory reset of the Access Points. Please follow to the below process for the same.
IMPORTANT NOTE: To perform a factory reset correctly on one of the access points, you must disconnect the rest of your other access points from the "ICX-7150-switch". For example, if you have 3 access points, you should go to the switch and disconnect 2 of the cables to turn off the "2 access points" and only leave 1 connected with which we are going to work the factory reset once you configure the access point and make sure all is good, go ahead and reconnect the other Access Points back.
In your case remove the cable of the new Access Point you received, perform the factory reset on the other access point and once you complete it, connect the unplugged Access point back to the Switch.
