Based on the description, your hardware is not damaged so we can solve the issue by performing software recovery process followed by upgrading the switch to 8090k.
Please follow the below steps carefully and let us know if you are facing any issues.

Note: after fixing the issue of the Switch been stuck in boot mode, please perform an upgrade to the code 08095g UFI and upgrade both partitions with the switching code file named SPS08095gufi.bin, so perform the software recovery using the code 08090k with the upgrade image file named SPS08090k.bin, then when the switch is back to normal upgrade to the file SPS08095gufi.bin for both partitions primary and secondary.
1.Upgrade a Switch ICX-7150-C12P using a USB flash drive
2. Upgrade a Switch ICX7150-C12P via TFTP
3. Upgrade a switch via Web GUI (ICX7150 Switch)

Well its time for a google and other social media reviews I have spend days trying to figure out this thin.
Your options are exchanging the unit or remote call and fix it your self.
If I dont hear anything today I will report to Better Business Bereau.
I already tryed dont have your time and I am NOT an IT person.
I will send you the link of all my reviews and I will include your information for a really poor support. You let me know what route you want to take and I will be calling numbers until this matter is solved or else.

Based on the troubleshooting done, seems that the console port is not responding this unit should be RMA (return merchandise authorization) in simple words replace it.
