I’m having a similar problem this post:
When I got to the ping step in PuTTY it says “ARP Retry count exceeded; starting again; ping failed; host 192.068.0.2 is not alive“

I tried this, but it still says "ICX7150-Boot>" instead of "switch" or "router" when I open a PuTTY session. Any ideas?

Now please try to enter the below commands in the ICX7150-boot> and check the results.
setenv ipaddr 192.168.0.3
setenv gatewayip 192.168.0.2
setenv netmask 255.255.255.0
setenv serverip 192.168.0.2
printenv

Based on the troubleshooting done, seems that the management port is not responding this unit should be RMA (return merchandise authorization) in simple words replace it.

I have the same error everytime like @AM15.
ARP Retry count exceeded; starting again

ICX7150-Boot>
My firewall is off already. Closed Putty and did all the steps all over again and keep getting the "not alive" error
