Past couple of weeks all devices show connected but certain devices will not load apps or browse or work at all. Sometimes having to disconnect from wireless network to load webpages or run app. When I strictly connect to ATT router no issues; even had customer service do some tests and it worked on their end (after making me unplug ruckus from their device) What is the issue? How do I get it to work properly?

1-On your switch while it's plugged into the outlet, do you see any lights on? (Amber or green) Please let us know which lights are on?
2- Make sure it is plugged into a well-known outlet/power source.

This is what I’ve got going on right now. The two blue wires are labeled upstairs and downstairs WAP, and the red/white cord leads to ISP router

Thanks for the pictures, based on the description seems the Switch is online, no we need to gain access to the Switch, so we need to find out the IP address, let me add the guide and the next troubleshooting steps.
1I will advise wiring a computer directly to the Switch(use an Ethernet cable, any of the empty ports where the access Points are connected will work), so the computer and the Switch will be in the same network.

2:Now you know the IP address of the Switch, copy and paste it into the URL bar(any web browser will work), the computer must remain connected to the Switch during all processes, if ask for credentials try the next bundle.

3:Now you are connected we need to confirm if the Switch is running the routing code, also confirm if the PoE(power over Ethernet) is enabled, the first issue will cause the connectivity issues, and the second that the Access point will not power up.
