7150 have no status light and We don’t have any power at the R510 access point switches.
I have tried resetting the switches by unplug power but no luck.
I have connected modem only . Is there required model + router?

I have added modem router combo now but not working.
I see 2 light in switch SYST is Amber and PWR green.
Please guide next step.

That's another Issue because the SYST light when it's amber it's because the Switch is stuck in boot mode, please follow up the next troubleshooting steps:

We have reset as per above steps. We are waiting for couple of minutes. Still all lights are amber, any thoughts how long it will take to resent the device?

1-We need to access (physical) using one of the cables to the ICX-7150C12P mentioned on the below guide:
How to console in the ICX-7150-12cp
Once we are there, we can try to boot up the unit using the following commands:
Boot_primary or Boot_secondary
2-If that step does not work Software recovery needs to be applied
