ICX7150-24P No HTTP or HTTPS access on 9.0 or 10.0

HTTP and HTTPS both work perfectly on 08.0.95s. I tried on both 09.0.10k and 10.0.10g_cd3 and can't get the web interface working at all.

"crypto-ssl certificate generate" doesn't exist at all in the cli after upgrading.

1. Was the upgrade performed via TFTP, USB, or cloud push?
2. Are you accessing the switch SSH post-upgrade?
3. Have you tried accessing the web interface from different browsers or devices? 
4. Could you help us with output of "show ip tcp connection" and "show ip ssh"

Hello,

1. The upgrade from 08.0.95s was performed using USB.
2. I am accessing the switch using either the console cable or SSH without issues.
3. I have tried from Firefox, Chrome, and Edge. I have tried from multiple different systems.
4. Below is the output for "show ip tcp connection" and "show ip ssh" when I am connected using SSH.
