The AP should have only one master until they are on two different VLAN ? Can you confirm all APs are on same Vlan and if yes I would suggest to open a TAC case with both Master APs debug log to identify the reason and provide a fix....

When you say rebuild the vSZ does that mean you also have uploaded config or cluster back up from old one on to this new one ? R700 would only be supported with code 5.1.x and below so if these APs by any chance are trying to go to default ...
