It could be various reasons. I would suggest you to reach out to our support cent with controller serial number and the purchase order so that we can check and help you.

It's really bad. I'm in Shanghai, China. It seems that the service calls will be transferred, because the spoken English is not good.

Try to download the support entitlement file from below link (login required to support portal and you have to use the correct ZD serial number) and upload on controller.
https://support.ruckuswireless.com/entitlement_file
If that do not solve your issue, please follow the suggested by Sanjay.
