Currently while creating an admin group/role the access is filtered on basis of Domain if vSZ-H and all Zones if vSZ-E which is as per design. You can reach out to Ruckus SE for your account to create an Feature request for your requirement and PLM can work to see feasibility and bringing this on roadmap.
