Please try to log into the PuTTY CLI using Telnet option. Please refer to the below details for more information on how to use Telnet.
Telnet – Port 23
If you can access the Command line should look like this:
ICX7150-C12 Router> OR
ICX7150-C12 Switch>

I tried connecting using as described above. It unable to connect. It says network error, connection refused
