Ruckus not working after power flick

The Ruckus ICX 7150 is not working after power flicker. The switch has lights on it but the access points do not. I have tried unplugging it and doing the reset I have seen suggested on other videos. My neighbor tried doing some things with the software but could not get it to connect but it says the "host is not alive". I am not an IT person and I have no idea what to do now.
