Ruckus ICX 7150-C12P not connecting to access points

Internet provider has conformed internet signals coming to Modem. Ruckus will not transmit wireless signals. As a result, I am unable to connect to wifi. Access points are not showing power on for 5hz and 2.4hz. Please help!

Thank you for the information, unfortunately the Arris surfboard sb8200 is a modem (image below), and does not run two important protocols, DHCP and NAT. The DHCP protocol is in chart of the IP addressing assignment, now the Switch and the AP can be configured to run DHCP, the problem is that the modem does not have NAT, which is the second protocol that we use to do the translation between the devices locally toward the internet, this is why for Lennar home set up, we use a router or gateway connected to the ICX7150 Switch, hope this information can clarify your doubt.

Note: you can buy a cheap router and connect it between the modem (Arris surfboard sb8200) and it will execute the function that we require (DHCP and NAT), now it will not be necessary to configure the wireless function in the router because for that you have the access points.
