Power Outage Ruckus 7150 - No connection Yellow Sys Light, Green Pwr Light

Power Outage and now no Wifi is working in the house. Yellow system light is ON the Ruckus 7150 switch and green power light is ON. Hardwired ethernet connections are working in the house so assuming there is a connection from service provider and its the RUCKUS switch.

I tried connecting remotely with no luck and was able to connect directly to console with USB to C connector and Putty terminal (serial connection). I don't get a login request but the first thing that comes up is "ICX7150-Boot>". 

Does this mean I need software recovery? If this is the case, I'm confused by the other posts to even understand what I would need to do next. Also, command like "enable" etc. in other posts do not work in my terminal commands.

Basically if the switch has one green and one yellow light, it means that the switch is stuck in boot mode.

1-Please try to disconnect from the Power outlet the ICX- 7150 and reconnect it.

2-Please try to press the reset button using a paper click or a small stick 

  1. Remove power from the switch.
  2. Press and hold the Reset button while applying power to the switch.
  3. After all the system LEDs flash amber, release the Reset button.

Note: after fixing the issue of the Switch been stuck in boot mode, please perform an upgrade to the code 08095g UFI and upgrade both partitions with the switching code file named SPS08095gufi.bin, so perform the software recovery using the code 08090k with the upgrade image file named SPS08090k.bin, then when the switch is back to normal upgrade to the file SPS08095gufi.bin for both partitions primary and secondary.

The hard reset did not work. 

I moved to the software recovery and followed the steps but I cannot ping my switch IP address per the instructions in the link. I even removed my firewall settings and no success. "it is not alive" 

I checked the ethernet settings, the FTFP server settings, and all the prompts in the control panel and I'm stuck. How ease can I troubleshoot?
