2 weeks ago the power in my home went out. After the power came back the wifi boosters in my house never came back on. It has been a problem to be able to get some kind of connection around my house all the time.

According to your description it seems that the Switch ICX7150 is stuck in boot mode ( you can confirm if you go to the white box on your closet and check the system light yellow ) , this requires to perform a software recovery and the only option to access the Switch will be through console, let me add the two guides that will help you to solve the problem, I advise you to read both guides first, and make sure you have the 2 applications and cables needed to perform the software recovery process either with a window or MAC computer.

After accessing to console you can try
Boot_primary or Boot_secondary

Yo can try disconnected from the power outlet the switch and reconnected back ( like a hard reboot )
