We had a short power outage and since then the Wifi is working only sporadically and slow. Certain sites/Apps do not work at all when connected to the Access points, however everything works through the Wifi from the provider which leads me to believe its an issue with the ICX7150 switch. I tried to find a solution in the forums but am unable to access the Ruckus switch. None of the passwords suggested works to get access. I need help to fix my connection.

Based on your description, it seems like your switch is running from routing code, due the power outage the switch starts running the wrong code
To solve this issue, you can connect to your local router via Ethernet or Wi-Fi and your are not going to have connectivity issues from there
Here's a short Guide about the normal setup for home users:
Where the main (white) box in your cabinet is the switch (ICX 7150-12CP)

We have 2 ways to access to the Switch 1- In a logical way via Ip address (IPs are logical addresses given by the local router) so we would have to track which IP is that of the Switch (that is using).

The other method to access to the switch is via console (cable access) in this case we need a USB type C to USB standard or Console cable Rj45 to USB.

2-Once you are log in you can follow up the Routing code guides to fix the issue that are on the step ‘4’

I was able to access the switch but think I made a mistake flashing and now have both software as Routing software SPR08090d. How can I fix that?

Hope you are doing well !
In order to remove the routing on both partitions you need to preform an upgrade to the Switch ICX-7150-C12P.
We have made 3 different ways to perform the upgrade to the switch via USB/TFTP/UI-TFTP , since you are already on 8090d code you can do the upgrade to the recommend version SPS8095g based on the support portal.

I downloaded the Software 08095g but in the ZIP there is no "boot" directory where I could find the file as described in the instruction?
