we had a power outage right after ICX7150 did not come up. I have tried to reboot manually following with exiting post which did not help.
After setting the environment variable, no IP address is reachable. host is not alive as shown below output.

Thank you for the response and the update.
Great!!! Your Switch is now back to normal.
Now you can unplug the software recovery cables from the Switch and connect the APs, other device's ethernet cables to the Switch to any 1 in-12 ports as highlighted in the below screenshot. Check the Internet connectivity once all the devices are up and running.
