ICX-7150-C12P multiple attempts to boot to switch mode BAD FIT

Every time there is a power outage it will take at least a dozen or more reboots to get the switch to load into switch mode. I was looking through the forums and different articles.  I have attempted to run a software recovery.  However, following the direction from the following link

I get the "not alive" when I try to ping after following the steps in the above link.

I've read in other posts that the out-of-band port is not responding and that it since the software recovery is not working, this is an RMA.   Any other suggestions or other things I can try?   Or is this considered a RMA

Thank you for sharing the requested information.

Based on the troubleshooting done, and you confirm after the reset, booting up the Switch, and after trying the software recovery process, the failure persists. This unit Should be RMA (Return Merchandise Authorization) in simple words replacing it.
