ICX 7150 internet very slow and sluggish after power outage

I have already upgraded software (primary, secondary, POE all) on ICX7150 to latest version using CLI and usb-stick.
I have also upgraded 2 access points SW to latest.
I have ensured that ICX booted software is from SPS switching code.
Even after all of above, Internet is very slow.
If I directly connect to ATT fiber router wifi then internet is lightening fast but connecting to Ruckus AP wifi SSID, it is very slow.

Please help fix this issue, it has been few weeks since my all troubleshoots have failed.

Thank you for reaching us. Could you please let me know if you are from Lennar Homes ? 

Could you also help us with more details on from when you are seeing slowness in the network ? After power outtage is there any changes you notice like amber LED in front panel of switch ? 

Also help us with how you are testing on checking the slowness in the network ? 

Also could you help us with details on if you are connected to Wifi or LAN when you are testing slowness in the network ?
