I have 2 Ruckus ICX7450-48P switches that are having similar issues with POE. I'm receiving "illegal class reported by PD". The lights on the POE devices blink on and off continuously.
So far I've tried 4 different Unifi Access Points and one IP Phone
Both switches are on the latest GA and running POE version 02.1.8 Build 004. Any assistance would be greatly appreciated

Understood. Illegal class reported by PD is generally something non-switch related, but not always. Are the APs looking for passive POE? Some APs need an active-to-passive adapter. I believe a couple common Ubiquiti APs use something like this. You could certainly check with the AP vendor if you have support there.

Most Unifi PoE equipment does not operate use 802.3af or 802.3at standards. They use Passive PoE, which is not compliant with the above stated. Not many switches will work with passive PoE. Without a converter in place, they won't work with each other.
I'm not sure about the phone, can't tell for sure if that is a Unifi Phone as well by your description.
