I have 2 Ruckus ICX7450-48P switches that are having similar issues with POE. I'm receiving "illegal class reported by PD". The lights on the POE devices blink on and off continuously. 

So far I've tried 4 different Unifi Access Points and one IP Phone

Both switches are on the latest GA and running POE version 02.1.8 Build 004. Any assistance would be greatly appreciated

No, I've confirmed that the APs are active poe and use the IEEE 802.3at standards

If it means anything, I've connected all the POE devices to an older ICX-6610 24P switch and they work without any issues. I've even swapped the power supply from ICX-6610

I would not recommend 9.0 flat. The only reason to be on that code stream is for a new feature or if you have a 7850-48C. I would recommend looking at 8090/8095 code streams, although unsure if that will make any difference for you. Also, you will likely need to reconfigure the switch due to major CLI/code changes between 809x and 9.0.
