I was able to solve the issue for me. I reset the AP via the reset button, wait for it to boot, then plugged the device to my network. Then, I looked in my router settings to find the AP. Took the AP's IP and SSH into it. The SSH's login credentials were the same as on the back of the device. I then browsed the Ruckus site for the latest Standalone Unleashed firmware for my device model. Once I was connected via SSH, I was able to change & update the firmware using the info listed on this support page.
And yes, this method required setting up and transferring the firmware via TFTP. I recommend hosting the TFTP on a computer connected to your network via ethernet instead of WiFi. I first attempted the firmware transfer via WiFi but kept getting a failed transfer (error stated "bad tail" or something like that). I did multiple attempts and eventually I got a transfer that was successful, but that was after 5-10 tries. When I hooked up my computer via ethernet the transfer worked faster and on the first try. (I was updating multiple APs).
After updating the APs, I was finally able to connect to the SSID broadcast as expected (I'd don't recall if a SSID passcode was needed, but it's just the device serial number). I was able to configure the device via the Unleashed app & unleashed.ruckuswireless.com.

I had the same issue, but was able to get into the AP as follows:
1. Setup a VLAN on a switch with 192.168.0.2 / 24.
2. Connect the AP to the POE switch with access VLAN set to VLAN above.
3. Connect a laptop to the secondary Ethernet port on the R700 AP.
4. Set the IP address manually on the laptop to 192.168.0.10 / 24, GW = 192.168.0.2.
From there, was able to open the web page at https://192.168.0.1, configure for static IP address, and then move over to main network switch on a different VLAN and access it normally thereafter.
Before this, I was only able to see the Configure.Me-xxxxxx SSID, and was able to connect but not access anything. AP had been upgraded to R700 Standalone firmware 110.0.0.0.675, and I was unable to reach it at all after that, with status light PWR steady and DIR blinking slowly.

Also, downgraded thereafter to 9.8.0.0.203 firmware available on here, and the DIR light stopped flashing.
All behavior is normal, no DIR light flashing, and able to connect and authenticate to AP thereafter.

Use the device serial number as the WPA2 PSK to connect to the device. The serial number is printed on the bottom of the AP.
