The Ethernet cable from the modem to the RUCKUS ICX 7150-C12P has no flashing green light

The Ethernet cable from the modem to the RUCKUS ICX 7150-C12P has no flashing green light. Turns out Lutron doesn't work at all. Two devices mounted on the ceiling (for smart home use) are also completely switched off.
