Users not being prompted to sign into ruckus by browser

Users not being prompted to sign into ruckus by browser.  Sometimes they are and sometimes it takes several attempts before they are ever prompted to enter their credentials.  Does anyone know what can cause this issue?

Not enough information.  Controller, WLAN type, Client type, etc.

The APs are R500's with Zone Director ZD1200 running version 9.12.2.0 build 204.  The clients are running Windows 7 Pro (x64) with IE11, WLAN is using wpa2/open.

Are you enable client issolation on that wlan(ssid) ?
