unable to execute command on putty

I tried using putty unable to execute command. Please help me in resetting user id and password

Please try to log into the PuTTY CLI using Telnet option. Please refer to the below details for more information on how to use Telnet.

Telnet – Port 23

If you can access the Command line should look like this:

ICX7150-C12 Router> OR

ICX7150-C12 Switch>

I tried connecting using as described above. It unable to connect. It says network error, connection refused
