Ruclus ICX7150-c12P wont boot up

When I power up only the SYST (yellow) light and the pwr (green) light is lit. I have done a hard reboot and total reset and nothing works. When I hold the reset button in and power up all the light flash once and the STST (yellow) light and the pwr (green) light stay on and when I release it does the same thing. What else can I try to get this to boot?

Please configure the same setenv IP Addresses as described in the guide and try software recovery process once again.

Thats what i did. with the exception of the Image_name which when I do printenv i get  SPR08080D.bin

So my network is not based on 192.168.1.1. My network LAN setting is 172.16.0.1. Does that make a difference? Also how do I get the IP address for the TFTP server which is the computer I’m using with PUTTY? Do I use IP config at a command line for the computer?
