Ruckus icx 7150-c12p very very slow after power outage

My case is exactly the same as the following thread.

I have already tried connecting to my switch but unable to find the IP address for the switch via Advanced IP scanner.

I do see my wireless Ruckus access points, but my switch doesn't show up. I see the MAC address on the unit, but it does not show up in the Advanced IP scanner.
