Could you please verify if the same IP address has been assigned to the Ethernet adapter via Device Manager? Kindly refer to the screenshot below for reference. If there are differences, that will not work. Please check.

Based on the troubleshooting conducted, it appears that your ICX-7150-C12P Switch is currently stuck in boot mode. You have followed the recommended troubleshooting steps, such as resetting with a paper clip and performing a Software Recovery. We have checked all the information with required assistance. However, it seems that the switch has a corrupted image that cannot be recovered, and the issue persists.
Given these circumstances, the switch will need to be processed for an RMA (Return Merchandise Authorization), which essentially means that it should be replaced.
Feel free to contact us via chat. Copy and share the link from the post (URL), and switch serial number, paste it into the chat when prompted to start the unit replacement.
