The amber lights flash for about .5 seconds during a factory reset, but the lights never flash after that.
Does this qualify for a RMA?

The R510 access point does not have any lights illuminated.
The switch, while plugged in, does not have any lights remaining on. The only time the switch lights turn on is for the very brief moment while trying to reset the switch. At that point, the amber lights flash. No other colors.

Based on the description, it seems that your switch is not responding this unit should be RMA (return merchandise authorization) in simple words replace it.
