Living Room Ethernet Port Outlet Not Working/ HELP

Hello, 

I want to connect my living room TV to the internet using my a ethernet cable. The ethernet cable outlet in the living room is not working for some reason.

My TV in the upstairs loft is connected to a Ethernet cable and it’s working perfectly fine. 

what can I do???

Full internet setup. The WHITE cable is the Ethernet cable plugged into my modem/router currently. I’m not sure what the BLUE cables are used for.

 Also, currently this setup is allowing me to get connection to my Ethernet plug outlet in my upstairs loft TV.  I just need help getting connection to my living TV.
