ICX7150-C12 Router says Pending(pending-no-ip). I cannot find Serial number

My ICX7150-C12 Router says Pending(pending-no-ip). I cannot find Serial number. It cannot manually find out how to connect it to my network. My switch was disconnected after a power outage.
