ICX 715 not working

After a power outage the switch did not rebooted. Manually rebooted and now the internet is SUPER slow and not routing to the AP's. The signal is weak to the point the ring doorbell and cameras are not getting signal. How do I get this resolved?

I have received the replacement device and it is plugged in. Please advise what additional steps I need to take at this time.

The device is plug-and-play, so it will be a matter of plugging it, in the same way, the other Switch was.
