My switch stopped working recently, when I plug it in all the lights light up for a second and they then turn off.
I tried the reset with a paper clip 25 times with no change can this device be replaced.

Could you please plug your ICX-7150-C12P Switch into a working power outlet and send us PICTURES and VIDEO of it showing the light status, and cord connected to the Switch and power outlet? Please refer to the below pictures as an example.

I have uploaded the image and a video as well as as a putty log.
Magically after the 1000th replug after I took the video all the connection lights came on and stayed on With no connections added to the switch putty shows me mutliple errors non stop

PoE: Port 1/1/5 lost non-PD, so enabling PD detection.
When I unplug and replug some of the network cables I get the PD log. now that the unit power should I try a reset and do a firmware update?

The best option here is to try to upgrade the switch's software.
The recommended stable versions are 8095g (08.0.95g) or 8095j (08.0.95j)
The Upgrade path would be 8060>>8080f>>8095g OR 8095j
Below are the options or methods to perform the Upgrade on the switch: You could choose any one of these.
1st Option:
How to Upgrade a Switch ICX-7150-C12P using a USB flash drive
2nd Option:
How to upgrade a Switch ICX7150-C12P via TFTP
3rd Option:
Try to access your switch from a web browser by pasting the below URL in http or https form whichever that works.
https://0.0.0.0 or http://0.0.0.0 (IP address of Switch. 0.0.0.0 is just as an example)
As you can access CLI, I would suggest you follow the 2nd option.
