Configure me not appearing after reset

I am following the steps for resetting ICX7150 - C12P - 2X1G and “configure me” is not appearing. I have disconnected all but 1 ap and held reset down for 15-20 seconds and the network doesn’t appear on phone or laptop. Please help.
