ICX7150 Switch no longer has lights on any of ports with the exception of the Out-Of-Band port. I attempted to recover with USB drive but the commands on the board do not work. I attempted to run an TFTP server but after switching to a static IP address of 192.168.0.2, the address could not be pinged as it was "not alive." Can anyone help me?

I had both the Out-Of-Band ethernet and USB connected. I thought the USB to serial connection was necessary for Putty to work 🤷🏿♂️ I am trying again from another computer. I will update if TFPT is alive on 192.168.0.2 in a moment.

No, the CLI you can see because you are connected with the Serial cable USB(computer) to type C(Switch), the Ethernet connection is the one from the computer, and the other end in the Out-Of-Band port, in your picture that port was empty, take in consideration that the Switch have multiples Ethernet port but the Out-Of-Band is the one above the USB.

Sorry for the blurry picture but the ethernet cable was plugged into the Out-Of-Band port, if you look at your diagram, there is only one ethernet port above the USB port. If you look at the blurry picture, it is an ethernet cable plugged in (green network light in the upper right portion of the port is illuminated), not a long USB cable. Either way I used another computer and 192.168.0.2 was aliiiiiive (in my best Frankenstein voice).
I was able to use my laptop to send the Putty commands and the other PC as the TFTP server. I was able to flash SPS08090k.bin and all my PoE ports (and all of the other ports) are actually functioning.
I don't have internet now, though. Can you post a setup tutorial to set up the switch after a new image?
Also, one more question. Can I upgrade directly from SPS08090k.bin to SPS08095gufi.bin?

You can jump directly from 8090k to 8095g without any problem in fact this version is recommended to avoid this problem of the switch going to boot mode.
