Need help reconnecting an offline access point. I have two AP. The master works fine but the other has a solid green on the PWR and a slow flashing green on the CTL.

The Flashing CTL light indicates that the AP is trying to connect to the Controller.
Can you login to the CLI and enter the controller\Master's IP address?
get director (to see if the AP has the Master's IP)
set director ip x.x.x.x (for configuring the Master's IP)
Note: Make sure that the AP has a valid IP address assigned with the reachable gateway address

I have an unleashed account and app. Is this what you mean by CLI. if so, how do I enter the IP address as instructed. Please be aware, I'm not able to understand majority of tech language. Please explain a little more.

Thank you for the information you shared.
As per the case description, I understand that one of your RUCKUS Access Points isn’t working with a flashing CTL light on it.
Flashing of the CTL light means the Access Point is unable to connect/contact the Master Access Point.
Could you please try to unplug and plug its ethernet cable from the RUCKUS ICX-7150-C12P Switch port and check if it comes back to normal?
You can plug it into any 1 in-12 ports as highlighted in the below screenshot.
