I currently have 2 APs, one upstairs and one downstairs. Currently both are plugged in, but the upstairs one is showing no lights. It will blink green forPWR icon but then will turn off completely
The downstairs one is showing Green lights for (PWR and DIR) and then ORANG for (2.4 & 5g)
I have tried unplugging the system, the ethernet cords, and even resetting.

Thank you for the response and the information.
As your RUCKUS ICX-7150-C12P Switch is on a older version SPS08061a (please refer to the below screenshot), we come across such errors. I would suggest you upgrading your Switch to a latest stable version to avoid these issues.
Please follow to the below steps explaining the Upgrade process.
The recommended stable versions is 8095g (08.0.95g)
The Upgrade path would be: 08061a(your current version)>>8080f>>8095g
(PLEASE NOTE: Use 08095g patch in place of 8095h as explained in the guide)
Your Upgrade folder should contain these 3 files shown in the below screenshot: (Refer the guide link for more information)
Below are the options or methods to perform the Upgrade on the switch: You could choose any one of these.
1st Option:
1. In this option, we will use a pen drive or USB flash drive in which we move the files to the pen drive and connect it to the Switch then through CLI we execute the commands to upgrade the Switch using the following guide as a reference:

2nd Option:
2. The following guide is an example of an upgrade via TFTP server, by using an application (FREE) to send files or upload remote files to a device, in our case, we will use it to update a new version to the Switch, basically it will send the image version remotely from the computer to the switch.
How to upgrade a Switch ICX7150-C12P via TFTP
3rd Option:
3. In this option we Upgrade the Switch from the Web Interface (GUI) of switch.
Try to access your switch from a web browser by pasting the below URL in http or https form whichever that works.
https://0.0.0.0 or http://0.0.0.0 (IP address of Switch. 0.0.0.0 is just as an example)

For TFTP CLI- I tried to download the TFTP 64: and it is not able to open (most likely since I am on a Mac)
For the Web Option I get stuck at the login screen. None of the user names and passwords work.
I also went back into the terminal, and when I enter the same command as before ( nc 192.168.1.232 23) - it is still saying the same error

Thank you for the response and the update.
Please remove the USB drive from the switch and try login to the Telnet CLI. If it doesn’t work unplug the Switch from the Power outlet, plug again, and try.
Connect the USB drive back to the Switch and please share the below commands outputs.
enable
mount disk0
show files disk0
