All leds flash and then go out with a power cycle.Tried resetting and same result.

Hello guys,I have a ICX7450 L3 switch with SW: Version 08.0.90dT213 and it seems the switch doesn't reply to the snmp get V1 or v2c or v3. I was wondering if anyone experienced the same issue. Thank you
