I have powered a few ports to use for PoE cameras. It powers the cameras no problem. When I plug in the switch to the network it will not pass the camera data to the DVR. But when I plug in the switch to another switch, the data is passed perfectly. Why can I not plug in the data cable to the ICX switch directly?

The issue with the camera data not passing through can be caused by several factors. By default, cameras usually require the VLAN to be untagged on their connected port, while the uplink port should be tagged to carry the VLAN traffic upstream. This applies when the network is not flat on VLAN 1, for example.
If the camera is connected to port 1/1/1 and needs to be part of VLAN 10, the configuration should look like this:
enable
configure terminal
vlan 10 untagged ethernet 1/1/1 (Camera port – regular access port)
tagged ethernet 1/2/1 (Uplink port toward the next hop or gateway)
Note:
Make sure the traffic is allowed between both sites, and confirm whether the camera sends its data tagged or untagged. As mentioned, by default, it’s typically untagged.
Please share the current configuration along with the following command outputs for review:
show run interface e X/X/X (This is the camera port)
show vlan brief ethernet X/X/X
show mac-address ethernet X/X/X
show lldp neighbors show arp
