I have ICX 7450 and have purchased Prem LIC for L3 Routing. Now ICX7450-PREM-LIC- SW is showing non complaint. what should do next. is it okay or need i have to contact TAC

Did you install the license file? Do you have the output of 'show license"? TAC can surely help with this as well.
