ICX 7150-48P Can't Flash Erased Image Due to FIPS Mode

Does anyone know how to recover a switch where the Primary & Secondary Images are erased, but the boot loader keeps saying it's in FIPS mode?


FIPS mode was deactivated before the images were erased.

I am able to get into the boot loader "diagmode", but I'm not sure how to go about purging the last config files that's keeping the boot loader in FIPS mode.
