The solid RED LED means that unit is in bootup process.

Could you try to factory default the unit and then try the setup?
Do you get any error during the setup?

A solid red power LED indicates the hardware problem.

I suggest you to try factory reset and see if you can gain access to the AP in default mode, if you cannot, you have to replace the APs.
