Multiple R650 AP's in apartment building and poor signal strength

I have 5 R650 APs between 2 apartment buildings.  One AP per floor with 4 seperate SSIDs per AP.  The signal strength is horrible.  It's hard to even get full signal when you are directly below each AP.  I'm using a SmartZone controller.  What settings would anyone recommend to obtain the best wireless range per AP?

I should note I am using a Comtrend POE switch to power the APs.  The stats say the switch is capable of 120W.  Currently the real power consumption of all 5 APs is showing 45W.  Any concerns with this set up?
